Background: As the global transition toward Net Zero continues to accelerate, sustainable finance is steadily emerging as a key driver influencing capital allocation, investment decisions, and market development. It is also playing an increasingly important role in supporting economic transformation and strengthening financial resilience.

As an important financial hub in Asia, Taiwan has been steadily advancing its sustainable finance agenda in recent years. Notable progress has been made in the development of Taiwan’s ESG bond market, which is commonly referred to as the sustainable bond market, as well as in the strengthening of regulatory frameworks, and closer alignment with international standards. These efforts have helped attract growing interest from global investors and have contributed to the gradual deepening and maturation of Taiwan’s ESG ecosystem.

Co-hosted by the Taiwan Academy of Banking and Finance (TABF) and the UK-based think tank Z/Yen (FS Club), this webinar brings together the Taipei Exchange (TPEx), global asset management institutions, and leading experts from academia and industry to exchange views on Taiwan’s sustainable finance policy development and market practice, providing a platform for international dialogue.

The discussion will cover the evolution of Taiwan’s sustainable finance policies and market landscape, the development of ESG evaluation frameworks, the outlook for sustainable bond market, and international investor perspectives on Taiwan’s capital market potential, with particular attention to transition finance opportunities arising from industrial decarbonization.

Speakers:

Dr Jerry Lin is currently the Deputy Director of the Financial Research Institute and the Section Chief of the Sustainable Finance Development Center at the Taiwan Academy of Banking and Finance (TABF). He holds a Ph.D. in Economics from the Graduate Institute of National Development at National Taiwan University, specializing in financial policy research.

With an extensive background spanning academic research, policy advocacy, and financial practice, Dr. Lin’s expertise encompasses sustainable finance, financial policy analysis, international economics, and bank performance management. Throughout his distinguished career at TABF, he has held several key leadership roles, including Research fellow and Deputy Director of the Financial Research Institute.

In addition to his research leadership, Dr. Lin serves as an Adjunct Assistant Professor at the Department of Economics at Soochow University and the Department of Banking and Finance at Chinese Culture University. His unique ability to bridge the gap between global financial trends and domestic policy implementation has made him a pivotal figure in driving Taiwan’s financial transformation and sustainable development initiatives.

Ivana Chen currently serves as Assistant Vice President in the Bond Department at the Taipei Exchange (TPEx), where she leads strategic initiatives to enhance Taiwan’s sustainable finance ecosystem. Since joining the Bond Department in 2016, she has played a pivotal role in refining the regulatory environment for Taiwan’s International Bond market (widely recognized as Formosa Bonds), establishing a robust foundation for global issuers. Following the launch of the Sustainable Bond Market in 2017, Ms. Chen maintained close engagement with ICMA and CBI to ensure international alignment. She contributed to landmark milestones, including Ørsted’s 2019 NTD fund-raising for major public construction in Taiwan and the Republic of Chile’s 2021 sustainability bond issuance, notably marking Taiwan as Chile’s first destination for raising sustainable funds in Asia. Since her promotion to AVP in 2025, her team spearheaded the launch of Taiwan’s first Green Sovereign Bond and the pilot Green Convertible Bond issued by an SME, significantly enhancing market inclusivity. Her project, the Sustainable Capital Access Network (SCAN), was shortlisted for the inaugural WFE Exchange Group Innovation in Market Infrastructure Award, where she showcased Taiwan’s achievements to the global exchange community.
