Harry Leinonen, Financial Counsellor at Ministry of Finance, Finland
Harry Leinonen was Advisor to the Board of the Bank of Finland and is in charge of payment and settlement system policy issues. He has over the years participated in several domestic and international authorities' working groups on payments and securities settlement.
He joined the Bank of Finland in 1996 and moved to Ministy of Finance in Finland from February 2012. Before that he worked in the banking industry for about 20 years and especially in managerial positions connected to payment system activities, within both the savings banks’ and cooperative banks' groups in Finland.
For most of the past 30 years he has been active in developing interbank payment systems and standards within the Finnish banking community. Mr Leinonen has also been active on international payment system forums throughout his career and has published several articles and books on payment system issues.
Harry Leinonen was born in Helsinki in 1951. He holds a Master’s degree in economics and a Bachelor’s degree in Business Administration.

Membership is open to all vendors of EPoS hardware and software, EFT and payment applications, payment terminals and card acceptance devices as well as card schemes, acquiring banks, retail trade organisations, systems integrators & resellers, qualified security assessors and consultancies.
Its primary purpose is to promote communication, knowledge sharing and best practice, thus enabling payment systems and services providers to offer the most effective and secure payment processing solutions to merchants.
