Background: As global financial markets enter a new phase of digital transformation, digital assets are moving beyond an emerging technology trend to become an increasingly important part of financial markets, payments and asset management. Taiwan is entering a new stage of digital asset market development following the promulgation of the Virtual Asset Service Act in July 2026. The new framework marks a significant shift from the previous AML-focused registration regime to a more comprehensive licensing and supervisory framework for virtual asset service providers (VASPs), while introducing regulatory arrangements for stablecoins and reserve assets. This milestone strengthens regulatory clarity, market transparency and institutional confidence, laying a stronger foundation for the continued development of Taiwan’s digital asset market. The next priority is to turn regulatory clarity into market opportunity by strengthening cross-border connectivity, settlement and custody infrastructure, institutional risk management, and the professional talent and capabilities needed to support a sustainable digital asset ecosystem.
